Shenzhen is a city of sub-provincial administrative status in southern China's Guangdong province, situated immediately north of Hong Kong. Owing to China's economic liberalization under the policies of reformist leader Deng Xiaoping, the area became China's first - and ultimately most successful - Special Economic Zone.
Established in 1993, Shenzhen Polytechnic is one of the earliest institutions to provide higher vocational and technical education and training in China. Since its establishment, relying on the industrial development of the Pearl River Delta and adhering to the reform and innovative spirit of Shenzhen Special Economic Zone, the Polytechnic has taken morality education and talents cultivation as the fundamental task of its education, focused on promoting a school-running mode featuring “four-party interactions among the Governments, colleges and universities, industries and enterprises - promoting production, learning, research, and application in an all-round way" and system reform of "culture-oriented education, interdisciplinary education, collaborative education” and been committed to cultivating compound and innovative talents with high quality and skills that are "achieving achievements along with morality, developing learning and thinking simultaneously, and using wits and hands".
Now the Polytechnic has five campuses, namely, Liuxiandong, Xilihu, Guanlongshan, OCT and Fenghuangshan, with a total campus area of 2, 360,200㎡, with a school building area of 588,400㎡, among which classrooms 107,500㎡, libraries 50,000㎡, stadiums 25,800㎡, training and practice venues100,800㎡. Now its fixed assets are worth 1.62129 billion RMB yuan, including teaching instruments and equipment worth 726.02 million RMB yuan in total. Its libraries collect 2.468 million paper books, 1.27 million electronic books, 1,731 kinds of journals and 46 Chinese and foreign language databases.
At present, the whole Polytechnic has 2,192 faculty members, with 1,628 of them on regular payroll, 203 professors and 654 associate professors; 308 PhDs; 2 national excellent teaching teams, 3 national outstanding teachers, 6 provincial level outstanding teachers, 3 Pearl River scholars and 5 specially invited Pengcheng scholars. Among the faculty members, now 1,177 are full-time teachers and 1,485 part-time teachers. Among the full-time teachers, the proportion of teachers with "dual qualifications" reaches 82%.
The Polytechnic has 16 secondary schools as the School of Electronics and Communication Engineering and teaching units as the Physical Education Department, the Industrial Center, the International Education Department (belonging to the International Office) and OCT campus, with 79 specialties. The Polytechnic has 23,115 common full-time students, 5,377 students of adult undergraduate and junior college programs and 140 students of Hong Kong, Macau and Taiwan and foreign countries. It has 1 national excellent specialty, 12 exemplary specialties supported by the state in priority, 2 key specialties in the "program for senior vocational institutions to enhance the development of professional service industry" launched by the Ministry of Education, 17 provincial level exemplary specialties, 1 provincial level excellent video open class, 20 provincial level excellent resource sharing classes and 64 excellent development courses of provincial level and above.
The Polytechnic has already cultivated over 80,000 full-time graduates, who are very popular among employers, maintaining an employment rate of above 96%. Since 2001, the Polytechnic has successively signed with 129 higher education institutions agreements on joint cultivation of master and doctoral students. At present, 116 teachers of the Polytechnic are undertaking the graduates tutoring work, among whom 12 are undertaking the tutoring work for doctorate graduates, recruiting 532 graduates, including 17 doctorate graduates. In 2012, approved by the superior education department, the Polytechnic began to pilot in the (joint) cultivation of applied undergraduate talents and recruit applied undergraduate students for programs as electronic information engineering, computer science and technology, mechanical design, manufacture and automation and food science and engineering, which has opened a new chapter in the talent cultivation of the Polytechnic.
The Polytechnic has actively explored the application-oriented model of higher vocational education and research and attached importance to industry-academy-research cooperation, scientific research application and development and achievement transformation. By September 2015, the Polytechnic had had 23 national-, provincial- and municipal-level research platforms, which had undertaken 3,526 projects of all kinds. The total research funds of the whole Polytechnic accumulated to 399 million RMB yuan. Since 2002, it has won projects from the Natural Science Foundation of China for 13 years in succession. Its applied research and development is of prominent characteristics, having been authorized with 776 national patents, 175 software copyrights and having completed 1,701 technology (knowledge) transfer items, receiving funds of 188 million RMB yuan. The teachers of the Polytechnic have "gone fishing on the sea" and "gone and worked in the countryside", gone out of the Polytechnic to engage in scientific research, actively participated in the decision-making of the government and tried to serve local economic and social development.
The Polytechnic emphasizes on cooperative education and has signed inter-school cooperation agreements with 120 colleges and universities of foreign countries and Hong Kong and Taiwan regions. The Polytechnic gives a full play to its radiation effect as an exemplary institution and has offered assistance to 26 higher vocational colleges and 168 secondary vocational schools in 10 oriented provinces and autonomous regions. The Polytechnic strengthens cooperation with industries and enterprises, and has established cooperation with near 2,000 enterprises. Each specialty has set up at least five external practice bases and internship units. The Polytechnic emphasizes on social service and brand image and has made great efforts in teacher training, vocational training, and authentication of vocational skills and verification of professional qualifications. It trains, authenticates the vocational skills and verifies the professional qualification of 93,000 persons each year on average. It is a national faculty training base for higher vocational and technical education, a backbone teachers training base of Guangdong Province for secondary vocational schools, a teachers' further education base for primary and middle schools of Shenzhen, a high-skilled talents training base of the Ministry of Human Resources and Social Security, Guangdong Province and Shenzhen Municipality and a re-employment training base of Shenzhen. The Polytechnic receives more than 4,500 guests and visitors from home and abroad each year on average.
The Polytechnic has made distinctive teaching achievements, ever won 2 first prizes for national level teaching achievements and 7 second prizes for national level teaching achievements. In 2001, it was the first to be evaluated as excellence as a national exemplary practice teaching base of polytechnics; in 2003, it was one of the first batch of national polytechnics to be evaluated as excellence for talents cultivation; in 2009, it passed the inspection and acceptance of development projects of national exemplary polytechnics and became one of the first batch of national level exemplary polytechnics in the field of higher vocational education in China. In recent years, the Polytechnic has successively won honorary titles such as "National Civilized Unit", "National Advanced Unit of Vocational Education", " First-class National Development Unit of Polytechnics", "First Batch of National Colleges and Universities with Innovation and Entrepreneurship Typical Experience", "National Advanced Collective for Employment of College Graduates", "Top Ten Polytechnics with Highest Employability in China", "National College with Typical Experience in Employment of Graduates”, “National Exemplary Vocational College for Employment Competitiveness", "Top Ten Innovation Based Polytechnics in China", "National Advanced College for Socialization Reform of Logistics", "Excellent Institution Winning Huang Yanpei Award", "National Innovation and Entrepreneurship Base of Colleges and Universities for Talents Cultivation through Practice", "Civilized Unit of Guangdong Province", "Advanced Collective for Vocational and Technical Education in Guangdong Province" and "First Batch of Exemplary Polytechnics for Innovation and Entrepreneurship Education of College Students in Guangdong Province".
The development of the Polytechnic has received a great expectation from leaders at each level and great support and recognition from governments at each level and all quarters of the society. In November 1998 and March 2005, the Polytechnic was visited and inspected by Li Lanqing, former member of the Standing Committee of the Political Bureau of Central Committee and vice premier of the State Council; in September 2003 and August 2005, Zhang Dejiang, then member of the Standing Committee of the Political Bureau of Central Committee and Secretary of the Provincial Party Committee of Guangdong (now member of the Standing Committee of the Political Bureau of Central Committee and chairman of the Standing Committee of the National People's Congress) visited the Polytechnic twice and gave important instructions; on September 12, 2005, Wen Jiabao, then member of the Standing Committee of the Political Bureau of Central Committee and premier of the State Council made an inspection trip to the Polytechnic and made an important speech; in July 2011, Wang Yang, then member of the Standing Committee of the Political Bureau of Central Committee and Secretary of the Provincial Party Committee of Guangdong Province (today member of the Political Bureau of Central Committee and vice premier of the State Council) highly evaluated the school-running achievements of Shenzhen Polytechnic on the Work Conference on Vocational and Technical Education of Guangdong Province and encouraged the Polytechnic to continue to be a vanguard for polytechnics nationwide; on June 23, 2014, Li Keqiang, member of the Standing Committee of the Political Bureau of Central Committee and premier of the State Council warmly received Professor Liu Hongyi, former secretary of party committee and president of Shenzhen Polytechnic who attended the National Work Conference on Vocational Education.
